I am looking for the name of a P.C. Game?

All i can remember about the game was that you controled Pirate's. Can remember much more than that, it was more on the strategy side than rpg. I know its not a lot of detail, but i'm looking for the name because i brothers birthday is soon and i what to get him that. It was his favourite game and it was stolen, so any hint's or suggestions would be great.

I've never played it but based on the screen shots it was pirate based simulation game.
